Gary Berg
Police Chief
Campbell Police Department
Chief Gary Berg leads the Campbell Police Department in California, where he is advancing how public safety agencies use technology to improve response and officer safety. With more than three decades in law enforcement, he has focused on integrating innovative tools into everyday operations, including the development of Campbell PD’s advanced Drone as First Responder (DFR) program.
Under his leadership, the department secured a groundbreaking FAA waiver allowing drones to operate beyond visual line of sight day and night without a human visual observer. This capability enables drones to launch directly from dispatch to 911 calls, providing real-time situational awareness before officers arrive.
Chief Berg is a strong advocate for technologies that improve decision-making and enhance safety for both responders and the public. At the DroneSense Innovation Summit, he will share insights from building and operationalizing a mature DFR program and discuss what it takes to successfully integrate drones into modern public safety response.

Jason Day
Deputy Director, Training
DRONERESPONDERS
Jason L. Day serves as Deputy Director of Training for DRONERESPONDERS, where he leads development of the UAS National Initiative for Training and Education. This program provides scalable, mission-focused training resources for public safety agencies, transportation departments, military units, and government organizations across the United States.
Prior to joining DRONERESPONDERS, Jason served as Director of the UAS Program for the Texas Department of Public Safety. During more than a decade of leadership, he helped build one of the largest public safety UAS programs in the country, growing the team from 17 pilots to more than 400 and overseeing more than 250,000 operational flights.
With over 35 years of aviation experience, including service in the U.S. Navy and civilian aviation, Jason is widely recognized as a leader in public safety UAS operations. He has contributed to national standards development, served on multiple advisory boards, and continues to help shape training and operational best practices across the industry.

Josh Silveira
Battalion Chief
CAL FIRE
Josh Silveira began his fire service career in 2002 as a firefighter with CAL FIRE. Over the course of his career, he has spent significant time assigned to a truck company in Pebble Beach, where he specialized in technical maritime rescue operations and complex emergency response.
In 2022, Josh joined CAL FIRE’s UAS program, where he has focused on integrating drone technology into search and rescue missions and wildfire response operations. His work supports the growing role of aerial intelligence in improving situational awareness and operational coordination during critical incidents.
Josh currently serves as the UAS Coordinator for San Benito and Monterey Counties, where he helps manage advanced drone operations and supports collaboration across multiple public safety agencies. His experience highlights the expanding role of drones in fire service missions and multi-agency emergency response.

Jacob Bouchard
Manager, Drone Unit
Oakland County Sheriff
Jacob Bouchard serves as Manager of the Drone Unit for the Oakland County Sheriff’s Office in Michigan. With more than a decade of experience in the drone industry, his interest in unmanned aviation began early. At age 15 he built his first drone, and by 17 he had launched his first company focused on aerial photography and videography.
In 2022, Jacob was hired to lead the Sheriff’s Office drone program. At the time, the unit consisted of six part-time pilots and a single drone. Under his leadership, the program has expanded to more than 85 pilots and a fleet of 31 drones.
Today the unit supports a full-time Drone as First Responder (DFR) program and integrates drone operations across patrol and specialized units. The team also manages counter-UAS operations and provides aerial support for a wide range of public safety missions.

Ryan Enos
Officer
Glendale Police Department
Ryan Enos is a police officer with the Glendale Police Department in Arizona, where he has served for more than 20 years. He currently works as a full-time UAS lead and Drone as First Responder (DFR) pilot within the department’s Real Time Crime Center.
A Part 107 certified pilot, Ryan has been involved with Glendale’s drone program since its launch in 2021. In 2022 he became the department’s UAS Program Lead, overseeing program development, fleet management, training, maintenance, interagency coordination, and community engagement.
Under his leadership, the program supports a wide range of missions including search and rescue, fire response support, special event security, tactical operations, traffic management, and counter-UAS detection. Ryan also serves on advisory councils supporting local education programs that introduce students to drone technology and aviation careers.

Daniel Cheatham
Co-host of the DroneSense Innovation Summit
Deputy Chief Daniel Cheatham is a 25-year veteran of the Phoenix Fire Department and serves as the program manager for the department’s Unmanned Aerial Systems (UAS) program, leading the integration of drone technology into Phoenix Fire Department emergency operations. In addition to managing the UAS program, he also oversees the department’s Community Involvement Section. Chief Cheatham is also a licensed private pilot with a strong passion for aviation and hold a Bachelor’s of Science in Aerospace Administration from Indian State University.
